Mr Momo was awarded a Bachelor of Science in Civil Engineering degree from the University of Mindanao in 1974 and a Master in Public Administration degree from Bukidnon State College in 1997. He has spent 42 years in the Philippine Public Service. He was the Undersecretary of the Philippine Department of Public Works and Highways.
Mr Momo was the National President of the Philippine Institute of Civil Engineers (PICE) from 2012-2013, and National President of the Road Engineering Association of the Philippines (REAP).
Mr Momo was awarded the Certificate of Completion for Leaders in Development Program from the John F Kennedy School of Government Executive Education at Harvard University in June 2013. He was also the recipient of the Most Outstanding Field Executive Award for 2003 & 2004 and was voted the Most Outstanding Civil Engineer in the Philippines in 2017.
